Introduction. The number of disabled people, including those with sight dysfunctions, is still growing. Legislature and efforts are now more efficient but they are not fully correlated and they do not offer practical results. Moreover they do not enhance the quality of life of the blind as well as partially sighted. Aim. The aim of the thesis is the analysis of the ability of visually impaired people to function independently in urban areas. Furthermore, to review the rules used to form public spaces that are available with regard to assumptions of universal planning and their usage in Krakow. Moreover, to determine the impact on the blind and visually impaired youth of Krakow, based on an author’s questionnaire. Material and methods. The study was conducted in the Special Education Centre for the Blind and Partially Sighted Children in Krakow on a group of 50 students. Perception of the city of Krakow was assessed by a diagnostic survey using author’s own questionnaire. Results. The tested group observed that Krakow is not a well adapted place, but on the other hand it is not totally unsafe. Conclusions. The general conclusion is quite positive, although many respondents pointed out the deficiencies in urban areas. Majority of respondents encountered various amenities and solutions within the city which improve safety. Spotted obstacles and hazards in urban areas are temporary (parked cars, uncoordinated movement of pedestrians, animals) and do not derive from the poor organization of the space itself but rather – from its indiscriminate use by other users.
